On 17 October 2013, Stella Quimbo joined an expert group meeting at the Dutch Ministry of Foreign Affairs to discuss access to health insurance.

The meeting was set up to discuss research on the economic effects of health insurance. Stella Quimbo discussed specifically the problems of non take-up, arguing that the reasons are often cultural and based on mistrust of the schemes and the difficulty of making claims.

Other organizations invited to the expert meeting were Pharm Access, Health Insurance Fund, Royal Tropical Institute, Achmea, Healthnet TPO, Karuna, Cordaid.

ISS was represented by Rector Leo de Haan and ISS researcher Natascha Wagner who conducts research on international economics, development and health.
